In the spring of 1988, W. Edwards Deming gave his four day Deming Seminar to a Department of Defense-only crowd at the Twin Bridges Marriott, across I-395 from the Pentagon. This was a key event in kicking off what became the Total Quality Management (TQM) effort across DoD. Lt Col D. Cragin Shelton attended this seminar from the National Guard Bureau. He will give his impressions of Deming over the four days, commenting on the DoD culture and the effects of Deming on about 2,000 Pentagon denizens. He will provide a high-view summary of the content of the week, with a few personal observations and comments thrown in.

 

Dr. D. Cragin Shelton is a cybersecurity systems engineer with a not-for-profit systems engineering company. He has worked with Department of Defense (DoD) information systems since 1984. While on active duty he was responsible for data systems at the installation and national level. Since retiring from the U.S. Air Force in 1997 at the grade of colonel, he has concentrated on information assurance of DoD systems and networks. He is a member of the IEEE Computer Society, (ISC)2, ISSA, INCOSE, and AFCEA. Dr. Shelton is a Certified Information Systems Security Professional (CISSP). He holds a BS in chemistry from Centenary College of Louisiana, a Master of Science in Systems Management (MSSM) from the University of Southern California, and a Doctor of Science (DSc) in Cybersecurity from Capitol Technology University. For fun, he runs off the sides of mountains.
