Driving directions: By Cars: From I-270 (N or S bound): Take Exit 9A and exit from the FIRST right exit; turn left (east) onto Shady Grove Dr.; turn right (south) onto Rockville Pike (Route 355); turn left (east) onto East Gude Dr.; turn left (north) immediately onto Crabb’s Branch Dr.; turn left (west) immediately onto Standish Place. The first building on your right side is 7519 Standish Place; open parking). The venue is on the first floor of 7529 Building with its external entrance opposite to the left side of 7519 building main entrance. By Metro trains: Off from Red Line Shady Grove Station, and take RideOn Route 59 TOWARD ROCKVILLE and get off from “Calhoun Place” stop. Standish Place is next to the Bus stop. Our venue is within 2 min of walking distance from the stop.

There are never enough resources to meet everyone's demands even in an age of plenty.  Knowing how financial resources are allocated and aligning your tasks with governance priorities help you secure resources.  After all, being technically proficient gets you hired.  Being financially smart gets you ahead. 

This presentation provides you with a bird's-eye view of agency budget, financial, and performance reporting and financial auditing. We will use the HHS financial reports as an example for discussion.

Speaker’s Bio: 
Ms. Rebecca C. Leng was appointed to the Federal Senior Executive Services (SES) in 2003. Her career with the US Federal Government spanned over 20 years where she worked for both the Department of Transportation (DOT) and the Department of Commerce (DOC) before retiring in 2013.

In the US DOC, she served as the Senior Advisor for Audits and Evaluations in the Inspector General’s Office. She was responsible for addressing top management challenges facing the Department, such as launching NOAA’s weather satellites, streamlining PTO’s review of patent applications, and implementing various mandates on the Census Bureau’s economic reviews.  She also advised the Inspector General on issues concerning the Secretary’s office and Congress. In the US DOT, she served as the Assistant Inspector General for Financial and Information Technology Audits.  She was responsible for overseeing audits/evaluation of hundreds-of-billions-of-dollars highway/transit/rail grants, Air Traffic Control Systems modernization and cyber security, the merchant marine subsidy program, etc. In 2003, she was appointed to the Information Security and Privacy Advisory Board by the NIST Director where she advised the President’s Office and NIST on Government-wide information security and privacy issues.  She also advised the Federal Accounting Standards Advisory Board on developing regulations and lectured at the Federal training institutes on financial statement audits. 

Ms. Leng was a frequent speaker at Government-wide conferences discussing emerging IT and financial audit issues.  Rebecca is a Certified Public Accountant (retired). She holds a bachelor’s degree from the National Taiwan University and a master’s degree from the Ohio State University.  Since 2014, Ms. Leng has served on the Boards of the National Taiwan University Alumni Association (www.ntuaadc.org) and the Chinese-American Professionals Association in the DC area (www.capadc.org). She resides in Maryland with her husband.
