Management Process (SEMP)

The subject of this talk is on system engineering management process (SEMP). Mr. Todd was consultant to Texas Instruments, Lewisville, TX on missile systems programs in the capacity of providing services to the software systems engineering organization. He was a co-author of a systems engineering management process (SEMP) text, based on lessons learned from the MIL-STD-488 environment. He will elaborate on the context of that effort and how those principles continue to be applicable today in the dynamic agile software development methodology arena.

James R. Todd has over 20 years of experience in the research and development of complex network architecture and technology, space based communications systems, INFOSEC design and development, networked systems requirements analyses, systems engineering (software development, airborne-radar, surface-ship radar, command & control, signal processing, electronic warfare, continuation engineering, sonar, optics, multi-media), network architecture and software development of network-centric communications, and embedded software defined systems technology, modeling & simulation, algorithm development, software design, systems integration and test operations, proposal development. Major organizational affiliations have included: ARPA, MITRE and MIT-Lincoln Laboratory.

Mr. Todd has co-facilitated the Project Management Professional (PMP) certification pre-study-group from the Project Management Institute pre-study-group at the California State Employment Development Department, One-Stop Center, Irvine, CA.

Mr. Todd currently acts in a Senior Associate II capacity with the DASD(SE) Major Program Support (MPS), C3ISR & DBS domain program portfolio. In that capacity he is directly involved with DASD(SE) MPS activities, including MPS process owner for development planning. He contributes to the FYll and FYI2 C31SR & DBS domain briefs, produces the domain weekly activity report, and supports the MPS resource planning for program touch-points. He contributes to the definition of MPS initiatives: integration risk, schedule risk assessment, and metrics. He also contributes to the application of parametric analysis to major programs. His roles and responsibilities have included Program Critical Change Report on a major program, classified radar studies, and direct support to action officers on software intensive MAIS programs. He has action officer roles and responsibilities on six high security programs.
