Configuration Management (CM) responsibilities and relationships between the acquirer, supplier, programs, projects and subcontractors are presented. The presentation will discuss the appropriate level of CM that should be applied within organizations depending on size, scope, criticality of the application and on schedule and cost constraints. CM will be presented in a fashion consistent with CMMI® for Development and CMMI for Acquisition as applied to systems, hardware and software. The various formal baselines that are established throughout the lifecycle (Functional Baseline (FBL), Allocated Baseline (ABL) and Product Baseline (PBL)), along with their associated configuration items (CIs) will be presented. Baselines for design, code and test will also be discussed. The roles and responsibilities involved in formal and informal CM and of the Configuration Control Boards (CCBs) and the Engineering Review Boards (ERBs) will be presented. A focus will be placed on controlling changes to established baselines and conducting impact assessments on requested changes. Configuration audit, including CM process audits, Functional Configuration Audits (FCAs) and Physical Configuration Audits (PCAs) are topics that will be discussed. CM status accounting activities will be addressed.


Russ Roseman is a Principal Information System Engineer with the MITRE Corporation for more than ten years. His current focus is on planning and implementation of program management and project management configuration management associated with large modernization efforts. He spent more than thirty-five years as an information technology project director and manager for private industry and for state and federal government. He has supported numerous areas within the federal government including the U.S Department of Labor, Department of Treasury, Immigration and Naturalization Service, National Aeronautics and Space Administration, Department of Housing and Urban Development, Internal Revenue Service, Department of Homeland Security, Census, Food and Drug Administration, Centers for Medicare and Medicaid Services and the governments of the District of Columbia and the State of Georgia. His experience includes managing commercial and government information systems with emphasis on analysis, configuration management (CM), quality assurance (QA), operations & maintenance and program and project management. Most recently he has been involved with program management, program and project CM, IT Governance and enterprise life-cycle methodology. Russ has maintained his certification as a Project Management Professional (PMP) since 2005.
