Redundancy in Clause 8 of ISO 9000:2000?

Sections 8.2.3 and 8.2.4 of ISO 9000:2000 seem to duplicate the requirements of Section 8.1. Section 8.1 requires the organization to "define, plan, and implement measurement and monitoring activities needed to assure conformity and achieve improvement". Section 8.2.3 says that the organization "shall apply suitable methods for measurement and monitoring of those realization processes necessary to meet customer requirements". Section 8.2.4 is similar with respect to product. How does 8.1 (which says to "implement") differ from 8.2.3 (which says to "apply") and 8.2.4 (which says to "measure and monitor")? Is this a redundancy, or am I missing something?
