Driving directions: By Cars: From I-270 (N or S bound): Take Exit 9A and exit from the FIRST right exit; turn left (east) onto Shady Grove Dr.; turn right (south) onto Rockville Pike (Route 355); turn left (east) onto East Gude Dr.; turn left (north) immediately onto Crabb’s Branch Dr.; turn left (west) immediately onto Standish Place. The first building on your right side is 7519 Standish Place; open parking). The venue is on the first floor of 7529 Building with its external entrance opposite to the left side of 7519 building main entrance. By Metro trains: Off from Red Line Shady Grove Station, and take RideOn Route 59 TOWARD ROCKVILLE and get off from “Calhoun Place” stop. Standish Place is next to the Bus stop. Our venue is within 2 min of walking distance from the stop.

Summary  
Federal Asian Pacific American Council (FAPAC) was established in 1965 with a mission to promote career advancement and equal opportunity for Asian Americans in the Federal and DC governments.  Over the years, an organizational structure evolved to incorporate diversity and inclusion at all aspects including governance, selection of speakers at all events and membership. 

During my tenure as Senior Vice President in 2009-2010 and President in 2011-2014, initiatives were implemented to broaden the membership, improve the pipeline of AAPI by encouraging new entrants (students and veterans) to public service, and help members move up the ladder through mentoring (CDHP), formal training and developmental opportunities (Challenge Team Project).  FAPAC has partnered with AAGEN (Asian American Government Executive Network) to elevate more AAPI into the ranks of Senior Executive Service.  Challenges facing FAPAC and other affinity groups continue to be resource and providing a training model that is sustainable and active participation by members. 

Speaker’s Bio: 
Dr. Kin F. Wong is a General Engineer in the Engineering and Research Division, Pipeline and Hazardous Materials Safety Administration, US Department of Transportation.  Dr. Wong has an extensive career in research and development in chemical processes and products with the Stauffer Chemical Company prior to entering public service.  He served as Project Engineer at the Office of Toxic Substances at the US Environmental Protection Agency, responsible for overseeing the assessment of human exposure and impact on the environment.  He joined the Department of the Interior later as the Program Manager for Environmental Technology at the US Bureau of Mines, managing a multi-million research program on the remediation of acid drainage in coal and metal mining.  In 1997 he moved to Department of Transportation’s Office of Hazardous Materials Safety focusing on special permits and research on risks of hazardous materials. 

Dr. Wong is active in professional and community affairs, served in the leadership of several organizations.  In 2011-4 he served as the National President of the Federal Asian Pacific American Council (FAPAC), a 501 (c) non-profit organization promoting the career advancement and equal rights for Asian Americans and Pacific Islanders in the Federal and District of Columbia governments.  He has also served in leadership positions in the American Institute of Chemical Engineers (AIChE), Toastmasters International, Zheng He Society of the Americas, and the DC Council of Engineering and Architectural Societies.  

Dr. Wong holds a BSE degree summa cum laude from Arizona State University, and a MS and Ph.D. from University of Illinois, all in Chemical Engineering.  He has published widely in scientific journals and was cited in Who’s Who in the West and the American Men and Women of Science.  He was also an editor for the 7th edition of Asian American Yearbook and author for a chapter on cybersecurity in transportation in a new textbook “Protect Our Future – Volume 2”, published by the National Cybersecurity Institute, Washington, DC in 2015.  (Dr. Kin F. Wong will retire at the end of September, after 35 years of public service.)
