Nuclear Quality Assurance: A Perspective from the Inside
With few exceptions the nuclear industry has a long history of designing, constructing, operating, and decommissioning nuclear facilities. That in many ways is due to the nuclear QA standard known today as NQA-1. With its roots going back as far as Admiral Rickover�s naval propulsion program in the early 1950�s, NQA-1 and its predecessors have provided for the safe and reliable operation of commercial nuclear power plants in the U.S. and throughout the world. NQA-1 is also being used at every major Department of Energy location and laboratory dealing with nuclear waste or nuclear related research and development.
This presentation will focus on the 18 criteria that make up the NQA-1 standard today, and how NQA-1 compares to other international nuclear standards such as IAEA and quality system standards such as ISO 9001. The presentation will also examine some things to think about for those who might be looking at entering the nuclear industry, whether as an individual or as a business from an implementation perspective.
Speaker Biography: Norman Moreau
The presenter for this topic is a Senior Member of ASQ and Past Chair of the Washington DC Section. Mr. Moreau has worked in the nuclear industry since 1986, and has been a member of the NQA-1 Standard Committee since 1992. He currently holds the position of Committee Co-Vice Chair and Executive Committee Chair. He is the President of Theseus Professional Services located in Westminster, Maryland. Mr. Moreau has worked as a quality professional in the energy industry and many other regulated and unregulated industries.
Mr. Moreau has a Bachelor of Science in Mechanical Engineering and a Master of Science in Software Engineering Administration. He is a Certified Lead Auditor for ISO 9001, ISO 14001, and OHSAS 18001. He has been a certified lead auditor in the nuclear industry since 1989. In 2016, Mr. Moreau was recognized as an ASME Fellow for his work on NQA-1 and his leadership in the nuclear industry.
