Program Summary: How do large bureaucratic organizations like the US Army direct and manage change to increase productivity and effectiveness? It clearly is not done in a vacuum or without leaders giving top-level direction that ensures a close look at how the different facets of work interact in the change process. Bringing about change includes continuous process improvement, serious non-stop review of organizational design and structure along with knowledge management and professional development all of which must occur in an overlapping manner to bring about the desired result a change to the status quo. What it will take for the Army to leverage CPI to transform into an organization that maximizes return on taxpayers dollars and rewards continuous improvement will be addressed by Mike Kirby, former Deputy Under Secretary of the Army for Business Transformation.
Speaker Biography: Mr. Kirby is Vice President and General Manager of the Army/Land division for the North American Public Sector (NPS) Defense Group for Computer Sciences Corporation (CSC). In this role, he is responsible for overseeing the CSC operations that support the Army's land programs. From 2005 to 2008, he served as Deputy Under Secretary of the Army for Business Transformation (DUSA - BT). In this role, he was responsible for implementing the U.S. Army's business transformation initiatives, which included continuous process improvement, business situational awareness, organizational analysis and design, and professional development. Additionally, Mr. Kirby directed the Army's largest deployment of Lean Six Sigma ever undertaken. During his service in the Army, he was a combat arms officer and commanded a tank battalion during the first Persian Gulf conflict. His assignments included tours in the Office of the Army Chief of Staff as well as the Joint Staff. Mr. Kirby received a Bachelor of Science degree in engineering from the U.S. Military Academy at West Point, a Master of Science in national security strategy from the National War College and a Master of Business Administration from the Harvard Business School.
