Program Summary: This presentation provides a bird�s-eye view of the Baldrige approach to assessing and improving organizational performance.
The presentation begins with a brief history of the Baldrige and associated programs, and the circumstances that brought about their creation. The Baldrige Criteria and Scoring Guidelines � the �performance requirements� expected of world class organizations, and why those �requirements� are important for organizational performance excellence � are then described.
The presentation illustrates how the Criteria and Scoring Guidelines are applied, and organizational Strengths and Opportunities for Improvement are identified and prioritized for action.
Finally, attendees learn how to find out more about the Baldrige Program, and how to become active participants in the Program.
Speaker Biographies: Michael J. Novak is Executive Director of the Maryland Performance Excellence Awards Program, one of more than 40 state-level performance excellence award programs patterned after the Malcolm Baldrige National Performance Excellence Award. His background includes quality control, quality assurance, and quality management in the private and public sectors. He has served since 1994 as an Examiner, Team Leader, Team Mentor, Team Scorebook Editor, and Judge for the Baldrige Award Program and numerous other Baldrige-based award programs
He is a retired U.S. Naval Officer and retired Federal Employee. His extensive career in government includes positions with the Internal Revenue Service Offices of Procurement, Research, and Quality; the Department of the Treasury Office of Strategic Planning and Evaluation; and the Defense Logistics Agency Executive Directorate of Quality Assurance. His significant duties have included drafting the Treasury Department Strategic Plan; serving on task groups chartered by the Vice President�s National Partnership for Reinventing Government; and developing and implementing Defense Department procurement policy;. In March 2012 he was appointed Chief Operating Officer of EA Principals, Inc., a global training and consulting firm.
Mr. Novak is a graduate of the U.S. Naval Academy, the University of Maryland, and the U.S. Naval War College. He is a Senior Member of the American Society for Quality, a Certified Manager of Quality and Organizational Excellence, a Certified Quality Engineer, a Certified Enterprise Architect, and a Certified Risk Analyst.
