Development of a Configuration
Management Standard

After a brief discussion of generic Configuration Management (CM) concepts the presentation will focus on applying the CM principles to the development of a CM Standard to be used within a large Government Agency with multiple centers that are responsible for the development and acquisition of Information Technology (IT) systems. The standard is used by the agency for their internal CM activities as acquirers. It is also made available to the suppliers for implementation of their development CM activities. It supports both the suppliers and the acquirer in ensuring they both have similar CM processes. As a standard it contains �what� CM activities are appropriate for the agency and does not dictate �how� CM is applied on specific engagements. The how would be documented in CM plans, procedures and guidelines based the standard.
Mr. Florence has been employed at Shell Oil, Hughes Aircraft, TRW, Martin Marietta, SAIC and MITRE. He has been involved in all phases of the life cycle in different disciplines as a developer and manager. His clients have included: DOD, NASA, DISA, IRS, FBI, INS, FAA, CIA, DOE, VA, CMS, DHS and others. He has been involved in oil exploration, spacecraft, aircraft, missiles, weapon systems, particle accelerators, information systems, and process improvement. He has made over 100 technical presentations at conferences and has published in technical journals. Mr. Florence is a certified Lean Six Sigma Black Belt. He has BS degree from UNM in math and physics and graduate work in computer science at UCLA and USC. He has the equivalence of a MS in Geophysics from Shell Oil Technical Institute.
Mr. Perrella has been responsible for program management, architecture, software engineering and development of mission critical systems, in various industries. These have included telecommunications, billing, financial, hospital information management, satellite telemetry, publishing, banking, and government. He has managed organizations through transformations such as process improvement, outsourcing, quality improvement, and automation activities. His commercial clients include IBM, Equifax, The Coca-Cola Company, and AT&T. His Government clients include the IRS, Customs and Border Protection, DHS, Citizenship and Immigration Services, and CMMS. He received his MBA from Kennesaw State University, a MSCS from Florida Atlantic University, and a BSCS from Rose-Hulman Institute of Technology
